Schools across the UK use minibuses for sports fixtures, Duke of Edinburgh expeditions, music tours, field trips, and residential activities. When a school minibus is used to tow a trailer — carrying sports equipment, luggage, musical instruments, or camping gear — the driver must hold D1+E entitlement if the trailer's maximum authorised mass (MAM) exceeds 750 kg.

Why Schools Need D1+E

Many school staff who drive minibuses hold D1 entitlement, either through their pre-1997 car licence or through a D1 test. D1 allows towing a trailer up to 750 kg MAM. However, the trailers used by schools — particularly sports equipment trailers, Duke of Edinburgh trailers, and luggage trailers for residential trips — frequently exceed 750 kg when loaded. Without D1+E, the driver is not legally permitted to tow those trailers.

Common School Towing Scenarios Requiring D1+E

  • Sports fixtures: towing a trailer with rugby posts, cricket equipment, athletics gear, or gymnastics apparatus
  • Duke of Edinburgh expeditions: towing a trailer with tents, rucksacks, cooking equipment, and maps

  • Residential trips: towing a luggage trailer for overnight stays or outdoor education courses
  • Outdoor education: towing a trailer with kayaks, canoes, or climbing equipment

Who in a School Needs D1+E?

Any member of school staff who drives the minibus and tows a trailer over 750 kg MAM needs D1+E. This typically includes PE teachers, outdoor education coordinators, school business managers, and minibus-designated drivers. Schools should audit their drivers' licence entitlements and identify who needs D1+E training.

Organisational Responsibility

Schools have a duty of care to ensure that drivers are properly licensed for the vehicles and trailers they operate. Allowing a D1-only driver to tow a trailer over 750 kg exposes the school to significant legal and insurance risk. Governors, headteachers, and business managers should ensure all minibus drivers' entitlements are checked and that D1+E training is arranged where required.
