HGV Fuel Cards UK 2026: Complete Guide for Drivers and Operators

HGV Fuel Cards UK 2026: Complete Guide for Drivers and Operators

Fuel is the single largest variable cost for most HGV operators, typically accounting for 30–40% of total running costs. For owner-drivers and small fleets, managing fuel expenditure efficiently can make the difference between a profitable and an unprofitable business. HGV fuel cards are one of the most effective tools available for controlling fuel costs, simplifying VAT reclaim, and monitoring driver behaviour. This comprehensive guide explains how HGV fuel cards work, which providers offer the best value in 2026, and how to choose the right card for your operation.

What Is an HGV Fuel Card?

A fuel card is a payment card specifically designed for purchasing fuel and other vehicle-related expenses at a network of filling stations. Unlike a standard credit or debit card, a fuel card is linked to a vehicle or driver rather than a personal account, and it generates detailed transaction reports that make VAT reclaim and expense management straightforward. Most fuel cards offer discounted fuel prices compared to the pump price, either through a fixed weekly price or a discount off the pump price at each transaction.

How HGV Fuel Cards Work

When a driver uses a fuel card, they enter a PIN or vehicle registration number at the pump to authenticate the transaction. The transaction is recorded against the card account, and the operator receives a consolidated invoice at the end of the week or month, along with a detailed transaction report showing the date, time, location, vehicle, driver, quantity, and price of each fuel purchase. This report can be imported directly into accounting software for VAT reclaim and expense analysis.

Most fuel cards operate on a credit basis — the operator pays the invoice at the end of the billing period rather than at the point of purchase. This improves cash flow compared to paying by debit card or cash. Some cards also allow purchases of AdBlue, oil, tyres, and other vehicle-related expenses at partner suppliers.

Types of HGV Fuel Card

Card TypeHow Pricing WorksBest For
Fixed weekly price cardPrice set each week, independent of pump priceOperators wanting price certainty and budgeting simplicity
Pump price minus discountDiscount applied at each transactionOperators who fuel at a wide variety of sites
Bunker cardAccess to dedicated HGV fuel lanes at fixed pricesHigh-mileage operators near bunker sites
Multi-network cardAccepted at multiple networks; pricing varies by siteOperators needing maximum network coverage

Major HGV Fuel Card Providers in the UK (2026)

Keyfuels

Keyfuels operates one of the UK's largest HGV fuel card networks, with over 3,500 HGV-friendly sites including motorway service areas, truck stops, and fuel depots. Keyfuels offers a fixed weekly price, which is typically several pence per litre below the national average pump price. The card is widely accepted and is a popular choice for long-distance operators. Keyfuels is part of the Fleetcor group.

UK Fuels (Radius)

UK Fuels, now part of Radius, offers a large network of over 3,000 sites with a fixed weekly price. UK Fuels is particularly strong in the south of England and is a popular choice for operators based in the South East. The card also offers access to bunker sites at even lower prices for high-volume users.

DCI (Diesel Card International)

DCI offers a pump price minus discount model, with discounts typically ranging from 2–5 pence per litre depending on volume. DCI has a large network of sites across the UK and Europe, making it a good choice for international operators.

Certas Energy (formerly Total)

Certas Energy operates a network of fuel depots and forecourts across the UK, with a fixed price model. Certas is particularly strong in rural areas and Scotland, where other networks may have fewer sites.

Shell Card and BP Fuel Card

Shell and BP both offer fuel cards that can be used at their own branded forecourts as well as partner sites. These cards typically offer a pump price minus discount rather than a fixed weekly price. They are most suitable for operators who regularly fuel at Shell or BP forecourts, but the network coverage for HGVs is generally smaller than dedicated HGV card providers.

Comparing Fuel Card Costs

When comparing fuel cards, consider the following factors:

FactorWhat to Check
Fuel priceFixed weekly price vs pump price minus discount; compare against current pump prices
Network coverageNumber of HGV-friendly sites on your regular routes
Card feeMonthly or annual card fee per vehicle; some providers charge, others do not
Minimum spendSome providers require a minimum monthly spend
Credit termsWeekly or monthly invoicing; credit limit per account
Management toolsOnline portal, mobile app, transaction reports, driver PIN management
Additional productsAdBlue, oil, tyres, tolls, ferry bookings

VAT Reclaim on HGV Fuel

One of the most significant financial benefits of using a fuel card is the simplified VAT reclaim process. HGV fuel is subject to 20% VAT, which VAT-registered businesses can reclaim in full. To reclaim VAT on fuel, you need a valid VAT receipt for each transaction. Fuel card invoices are designed to serve as VAT receipts — they show the VAT amount separately for each transaction, making the reclaim process straightforward. Without a fuel card, collecting and managing individual VAT receipts from dozens of filling stations each week is time-consuming and error-prone.

If you are not yet VAT-registered, you should consider whether your turnover is approaching the registration threshold (£90,000 in 2026). Registering for VAT voluntarily can be beneficial if your fuel costs are high, as the VAT reclaim can significantly reduce your effective fuel cost.

Fuel Card Security and Fraud Prevention

Fuel card fraud is a significant problem in the haulage industry. To minimise the risk of fraud, use PIN-protected cards rather than signature-only cards, set transaction limits per card (maximum litres per transaction, maximum spend per day), monitor transaction reports regularly for unusual activity, report lost or stolen cards immediately, and use a card with a vehicle registration number requirement to prevent use in other vehicles. Most fuel card providers offer real-time transaction alerts by SMS or email, which can help detect fraudulent transactions quickly.

Fuel Cards for Owner-Drivers

Owner-drivers can benefit from fuel cards just as much as large fleets. Even a single-vehicle operation can access discounted fuel prices, simplified VAT reclaim, and consolidated invoicing. Some providers have minimum volume requirements that may exclude very small operators — check the terms carefully. For owner-drivers, the main benefit is often the price discount and the simplified accounting rather than the fleet management features. See our guide on becoming an HGV owner-driver for more information on running costs and financial management.

Fuel Cards and Driver CPC

Fuel efficiency is a topic covered in Driver CPC periodic training. CPC modules on fuel-efficient driving techniques can help reduce fuel consumption by 5–15%, which combined with a fuel card discount can produce significant savings. Techniques include smooth acceleration and braking, maintaining optimal cruising speed, using cruise control on motorways, and minimising idling time.

International Fuel Cards

For operators running international routes, an international fuel card that is accepted across Europe is essential. DKV, UTA, and Eurowag are the leading providers of pan-European HGV fuel cards. These cards are accepted at thousands of sites across Europe and offer competitive pricing in most countries. They also typically include toll payment functionality for European toll roads and tunnels, simplifying the administrative burden of international operations.
