HGV Mobile Phone Rules UK 2026: 2023 Law Changes Explained

Using a mobile phone while driving is one of the most dangerous and heavily penalised offences for any driver. For HGV drivers, the consequences are particularly severe. This guide explains the rules on mobile phone use for HGV drivers in 2026, including the 2023 law changes and penalties.

The 2023 Law Change

In March 2023, the law was significantly tightened to prohibit any use of a handheld mobile phone while driving, including making or receiving calls, sending or reading text messages, taking photos or videos, scrolling through social media, using apps, playing games, and using the phone as a sat-nav if you need to touch the screen while driving. The only exception is using a phone to make a contactless payment at a drive-through while stationary.

Penalties for HGV Drivers

The penalty for using a handheld mobile phone while driving is a £200 fixed penalty and 6 penalty points. For professional HGV drivers, 6 penalty points can have serious career consequences — many employers dismiss drivers who receive penalty points for mobile phone offences. Accumulating 12 or more points within 3 years results in a minimum 6-month disqualification. In serious cases, prosecution can result in an unlimited fine and disqualification.

What Is Allowed: Hands-Free Systems

Using a hands-free system is legal, provided you do not need to touch the phone to use it and it is set up before you start driving. However, even with a hands-free system, you can be prosecuted for careless or dangerous driving if using it was distracting you. The safest approach is to pull over safely before making or receiving calls.

Using a Phone as a Sat-Nav

You can use your phone as a sat-nav if it is mounted in a holder, you do not touch it while driving, and it does not obstruct your view. If you need to change the route while driving, pull over safely and switch off the engine first.
